Not only hobbits would have a hard time finding Jell-O. I think the Dutch will have problems with that ingredient too. (And with frozen strawberries.) :-)
Any sweetened strawberry flavored gelatin would probably work. Or if you can't get that, what about a sweetened strawberry flavored drink powder? 4 oz. ought to do it. Or just leave that ingredient out, the cake should still be good without, just not quite as strong a strawberry flavor. For frozen strawberries, if you can't get those, you could slice 10-12 oz. fresh and sprinkle with sugar to bring out the juices. That would be the perfect substitute, I think.
